It is dependent upon what time of day people are going to recharge their cars, basically. That is the pivotal factor. Recent research from the Oak Ridge National Laboratory (ORNL) says that a switch over to plug-ins could require a large number of new resources for more power or maybe none at all – it all depends on when the majority of the people will decide to recharge their cars. While some predictions which state that there will be no new demand because of assumptions that electric plug-in vehicle owners will charge their cars during the night time, Stan Hadley, of ORNL’s Cooling, Heating and Power Technologies Program doesn’t see it that way. ”That assumption doesn’t really take into account human nature,” said Hadley, who led the study. “Consumers’ will do what they always do and that is to plug in when convenient, rather than at the time that utilities would prefer. Utilities will have to do a whole marketing campaign and devise incentives to “bribe” folks to wait. There have also been devices that have been created such as ’smart’ chargers that determine the price of power, the demands on the system and the time when the car will need recharging next to optimize the process for everyone involved.” ORNL conducted multiple scenarios in their study, with projections of an assumed market penetration of twentyfive percent for plug-in hybrids within the next 12 years. The worst case scenario assumed that all plug-in owners would charge their cars at 5 PM – with this scenario up to ONE HUNDRED AND SIXTY new large power plants which would be needed to provide the extra electricity. The optimum scenario was based on an assumption that everyone charged their cars after 10 PM – which is when the average demand on the electrical system is at its low and the wholesale price for electricity is at its cheapest. In this situation, no additional power generation would be needed. While both are representing extreme examples and not the reality of everyday life, the ORNL study arrived with the overall conclusion that with a combination of incentives and inventions such as smart charges, the demand for additional power capability can be lowered. A very legitimate factor somehow got neglected of their scenarios, though, was Water4Gas.
